This document is a draw  in white and black made by an american cartoonist named Bill Day He signed it on the top of the document.
His drawing  shows us two road signs in which we can see 2 kids with their schoolbag and the words : school zone watch out for children.
The second one is very funny we can see a mother raising her hands and saying moms too.
This sort of signs is to aware drivers that they are entering in a school zone and they have to watch out (faire attention)Kids sometimes crossing roads without looking , they are playing with friends and talking.
Seeing this sign drivers have to slow down the speed limit is slower around schools. It's a dangerous area. 
Kids in the drawing seems to be sad there's a feeling of sadness.
Concerning the second sign one is smiling of course, in such area drivers should watch out children but also parents and generally speaking any pedestrians(piétons)
In my opinion this cartoon is both serious with a touch of fun. I like it!
